The biggest news is that Banner Life Insurance Company dropped completely out of the ranking, as they raised their rates across the board. This is significant because Banner, an A+ rated company, has been in the BudgetLife Top 15 ever since 1996, when we began tracking it. Joining our list to replace Banner is The Penn Mutual Life Insurance Company at number 13.

The other big news is that both Protective Life Insurance Company and West Coast Life Insurance Company (owned by Protective) made major moves into the the number 2 and 3 spots. There were a number of other minor changes, as companies jockeyed for position.
